Elly and Liz like to dress real dowdy, don't they. They believe that if they dressed in flattering clothes, people wouldn't take them seriously. After all, April likes to dress up and they don't take HER seriously and they assume everyone thinks like they do, so they get drabbed up. The problem is that not only do those around them STILL regard them as buffoons, they also add five to ten years to their ages. They see Elly snorting, honking and bellowing over non-events and roll their eyes at the crazy woman. They see Liz do all her "It must be HIM or I'll stick my head in an oven" crap and scoff at the friutcake. Nobody pays too much attention to what they're wearing while they act like maniacs so their extra-dull clothing doesn't add bogus authority to two people who aren't generally respected. It just angers people further because they wish they'd act the age their clothing makes them look.
